Start with location and current price
Find the part of your controlled land where you want to use the City action. Distinguish it from neighboring holdings and water before opening the purchase decision. Player labels and territory colors help you identify ownership; sea has its own tooltip and actions.
Then compare the displayed price with Gold. Check again after other spending, even if you could afford the City earlier. Make sure both the location and your current budget fit the purchase.
Taking more land and buying a City are separate actions. Look for the house itself; gaining a larger colored area does not confirm that you have built one there.
